That blue thing is type of 'water gun' but it was one of those..."as seen on TV" purchases. Supposedly to fit on your garden hose with 87 different streams of water and speeds. The peeps wanted to use it for washing the deck etc. Let me just say it was false advertisement. It was a glorified water pistol TOGM is trying not to get suck into that stuff anymore.
